Strengthening Property Flood Resilience across Solihull
Aimed at mitigating and managing the risks of future flood events by increasing properties' resilience to flooding, we were appointed by Solihull Metropolitan Borough Council to undertake independent PFR and audit surveys at 366 residential and commercial properties across Property Flood Resilience (PFR) Schemes.

Challenge
When parts of the West Midlands experienced high-intensity rainfall in 2019, more than 200 properties flooded due to increased surface water levels and associated river flooding. Due to the nature of the flooding experienced, assessments were completed by the Council, and it was determined that conventional flood storage or other large-scale interventions were neither appropriate nor economically viable. The Council adopted an alternative option: providing PFR measures to affected properties to help manage future flood risk. The same approach was taken when 241 properties in the villages of Knowle and Dorridge were impacted by a surface water flood event in June 2021 during a period of intense, heavy rainfall.
Solution
Across the two PFR schemes, our teams surveyed 366 properties throughout Solihull, with SMBC's chosen installer, Watertight International, agreeing to design and install PFR measures for each property.
Once the installation contractor confirmed completion, we undertook a final post-installation inspection and audit survey. A Flood Risk Report was provided for each homeowner, which could be shared with their insurers, confirming the works undertaken to reduce flood risk and future damage, and helping to secure ongoing affordable flood insurance.
Benefit
The schemes primarily focused on providing homeowners with bespoke Property Flood Resilience reports, detailing their property’s flood history, level of flood risk, and a range of options for a package of PFR measures to be funded by SMBC. The schemes focused principally on flood resistance measures, while also identifying options for resilient adaptation where homeowners wished to fund these measures themselves.
