Southeast Hub Integrated Delivery Team (IDT)

We’re proud to be a key delivery partner in the Collaborative Delivery Framework (CDF), working as part of the Southeast Hub Integrated Delivery Team (IDT) alongside the Environment Agency (EA) and VolkerStevin.

Since 2019, the Southeast Hub Integrated Delivery Team (IDT) partnership has successfully delivered 147 FCERM capital projects throughout the Southeast of England - contributing directly to the EA’s national goal of protecting more properties from flood and coastal erosion risks.

What is the Collaborative Delivery Framework?

The Collaborative Delivery Framework (CDF) is the EA’s primary mechanism for delivering Flood and Coastal Erosion Risk Management (FCERM) capital programmes across England until 2027. Established in 2019 and rolled out across 6 delivery regions, the CDF introduced new supplier partnerships designed to enhance efficiency, deliver value for money, and support the long-term impact of the £5.2 billion capital investment programme.

How have we achieved this?

Built on an ethos of collaboration, innovation and quality, the Southeast IDT uses sub-groups, workshops and communication tools to achieve delivery outcomes and to foster continuous improvements in sustainability, modern methods of construction and digital transformation.

Working as one integrated team

Our evolving and integrated team has been at the core of the IDT operations, building strength through teamwork, success and the challenges we’ve faced together.

Delivering a large and diverse portfolio of projects inevitably brings complexity. We respond rapidly to emergency works and storm‑damaged structures. Where necessary, we will pause or reprofile schemes cost‑effectively to protect community safety and take the time needed to understand long‑term needs that may extend beyond individual IDT members' tenure.

The Southeast IDT established eight dedicated sub-groups focused on key areas to navigate these challenges.

These groups have enabled us to stay agile, responsive, and aligned with the EA’s strategic objectives.

  • Workload delivery planning
  • Ways of working
  • Innovation and sustainable choices
  • Incident management
  • Information management
  • Safety, health, environment and wellbeing (SHEW)
  • Learning and development
  • Performance assessment

Richard Chubb, JBA Consulting and CDF Associate Director, commented:

“Our six-year journey shows what’s possible when collaboration, innovation and commitment come together. Together as one integrated team, we’ve successfully navigated challenges and turned them into opportunities.

By fostering a culture of innovation and teamwork, we’ve delivered tangible results that make a real difference, exceeding our expectations and goals.

Above all, it’s our collective effort that has been the foundation of this success. Creating lasting value for the communities we serve and a more resilient and sustainable future.”
