Climate Change Adaptation and Disaster Risk for JASPERS

We provided capacity-building support to the Joint Assistance to Support Projects in European Regions (JASPERS) and individual EU Member States to enable the provision of consistent and robust advice concerning climate change adaptation and disaster risk management.

Challenge

Joint Assistance to Support Projects in European Regions (JASPERS) is a partnership between the European Commission, the European Investment Bank (EIB), the European Bank for Reconstruction and Development and Kreditanstalt für Wiederaufbau. It is a technical assistance facility for the twelve EU countries which joined the EU in 2004 and 2007, providing the Member States concerned with the support they need to prepare high-quality major projects, which will be co-financed by EU funds.

The 2014-2020 Structural Funds programme included a requirement for all infrastructure projects with a value of over €100m (€50m for transport projects) to be resilient to climate and disaster risks. All Member States were also required to have a National Risk Assessment in place.

Solution

This project involved capacity-building workshops with JASPERS staff. We provided training on climate change adaptation and disaster risk management issues and requirements, the production of climate change risk assessment and adaptation guidance to be used in the development of major projects. We also gave support and advice on the development of national risk assessments.

In addition, ad hoc support was provided to Member State governments and project developers in Bulgaria, Croatia, Malta, Romania, Slovakia and Slovenia on a range of projects including flood risk emergency planning, water supply and waste water treatment facilities, wetland restoration, the removal of land mines and natural flood management opportunities.

Benefit

The assignment supported both JASPERS staff and project developers (Member State Government departments and national agencies) to enhance their understanding of climate change risk assessment and adaptation and ultimately the climate resilience of projects seeking funding support. The guidance produced through the project was used extensively and we also gave a presentation on the lessons learned at a JASPERS Networking Platform Seminar.
