Flood Risk Assessment

JBA Consulting has extensive experience of completing Flood Risk Assessments (FRAs) which are fully compliant with Planning Policy Statement 25: Development and Flood Risk (PPS25). PPS25 requires that all planning applications for developments of 1 hectare or more in Flood Zone 1 (low probability), and all developments in Flood Zones 2 (medium probability) and 3 (high probability), should be accompanied by a Flood Risk Assessment. The emphasis of PPS25 is to steer new development towards areas at the lowest probability of flooding (Flood Zone 1). Completion of an FRA is also a mandatory requirement under the Code for Sustainable Homes (to meet the requirements of Sur 1within Category 4 of the Code). JBA offers 3 three levels of FRA in line with PPS25 and can advise which is most appropriate for your development:

FRA Level 1 - Screening Study

Investigation and report to assess any flooding or surface water issues which may require further investigation or confirm that the site is at low risk of flooding from all sources (screening studies would be undertaken with Argyll Environmental Ltd).

FRA Level 2 – Scoping Study

Appraisal of the availability and adequacy of existing flood risk information. Qualitative appraisal of flood risk posed to the site and the potential impacts the development will have on flood risk elsewhere. Production of an FRA scoping study including possible flood risk mitigation measures to reduce flood risk to acceptable levels.

FRA Level 3 – Detailed Study

Undertaken if the Environment Agency requires further quantitative analysis to assess flood risk issues relating to the development site. Production of a detailed FRA which may include: detailed assessment of flood risk to the site from all sources (including the assessment of the potential impacts of climate change); hydraulic calculations and modelling to quantify the flood risk to the site; any offsite flood risk impacts; consideration of existing and proposed surface water drainage arrangements, including the feasibility of SuDS and determination of appropriate flood risk mitigation measures. (Flood Resistant or Resilient Construction Techniques may be required).

Flood Modelling

Flood Risk Assessments are increasingly accompanied by detailed flood computer simulations, as required by the Environment Agency.
